'Water crisis likely to end by March'

ITANAGAR, Feb 22: The nagging problem of water scarcity being faced by the citizens of the state capital is likely to end soon, precisely by March this year.

Chief Minister Nabam Tuki, who has been particularly monitoring the progress of the project ‘Augmentation of Water Supply for Itanagar Town (Phase-II)’ executed by the Department of Public Health Engineering & Water Supply (PHE&WS), this morning took a bumpy ride to the water source about 9 km ahead of Poma village and 32 km away from Itanagar.

At the completed intake plant on Mahi River, a proud contingent of PHE&WS officials headed by Secretary Tomi Ete, Chief Engineer Toko Jyoti (West Zone) and capital Executive Engineer Tadar Mangku assured the Chief Minister that remaining works on the Water Treatment Plant would be completed soon and the project would be ready for commissioning by March end.

A pleased Chief Minister suggested its commissioning and inauguration in the first week of April and offered to invite a central leader for the same.

“As Prime Minister Dr Manmohan Singh had laid the foundation stone of the project as part of PM’s Package on January 31, 2008, it would be befitting if he himself inaugurates it. However, in case of his busy schedule we will invite someone else from the Union Government as this is a very important project and a herculean task successfully completed,” he said.

The department had to build a road from Poma village up to the source point (Mahi River) cutting through rough terrains and building three bridges to lay 450 mm DI pipes as well as movement of vehicles to transport men, machines and materials.  The approach road up to a point called Langkey was progressing well and scheduled to be completed by December 2011. But due to a tremor on November 22, 2011 a huge landslide completely damaged the formation cutting forcing the department to build a bailey bridge over Langkey Nallah and burdening it with a cost escalation of nearly Rs 3.5 crores.

The almost complete project is at the moment under trial run. Zone-III of Itanagar, which is roughly the area covering Chimpu, Chandranagar and PHQ area being fed with water through this project under trial run.

Moving around the intake site, the Chief Minister expressed concern over human interference now that an approach road was in place in the erstwhile dense and impenetrable forest.

While advising proper arrangement of security fencing around the intake plant, he also suggested creation of awareness amongst the villagers in the vicinity to protect forests in the catchment area.

“Our population is bound to grow and this water source will be the only source for another 20-30 years. If we do not protect the catchment area soon the source would dry up as has happened to the sources in Daria Hills around Itanagar,” he pointed out.

He asked Papum Pare Deputy Commissioner Pige Ligu to issue a notification to prevent jhum cultivation, forest fire, hunting or cutting of trees in the catchment area.

The project costing (revised) Rs 11525.32 lakh will churn out 11 million liters of water per day providing drinking water to 141619 persons till 2023 of the state capital and is the biggest project so far executed by the department of PHE&WS.

Rubber can change the face of rural Arunachal: RBI

KOTAYAM, Feb 22: “Rubber if cultivated with sincerity and commitment could change the face of rural Arunachal Pradesh,” said Rubber Board of India chairman Sheela Thomas when agro gramin untied chairman Likha Maj called on her here Tuesday.

Maj as emissary of Chief Minister Nabam Tuki on a 10-day study tour to Kotayam, the rubber hub of India, had a threadbare discussion with her on measures needed to expand rubber cultivation in Arunachal.

Thomas said given the suitable agro-climatic condition and vast land available in Arunachal, rubber could become a money spinner for the local people.

Citing the massive success of community farming initiated by the Board, she said it facilitates the RBI to own the land and help the community to cultivate the cash crop under its expert guidance with the support of the state government before handing over the ownership to the community.

The community learns the expertise during that period which ensures productivity to make it sustainable and profitable, she reasoned.

Pointing out that the GoAP at the advise of Prime Minister Dr Manmohan Singh has taken an avowed policy to bring speedy agri-horti development of the agrarian society with a special thrust on rubber and tea cultivation, Maj, in a memorandum, pleaded with her for an independent RBI office at Itanagar to accelerate the process.

Other demands included setting up an institute to offer diploma or certificate course in rubber production and marketing, to hike the present subsidy of Rs 35,000 per hectare to Rs 1,00,000 to intending farmers to yield liquid diamond while serving as a an alternative to traditional low-producing jhum cultivation.

On his request, she consented to visit the state to study the ground reality, spell out the magic secret of the trade and have call on the chief minister to discuss possible tie up with the GoAP.

Appreciates for saving life

Dear Editor,

Through your esteem daily, it is to inform to general public that on the night of 16th February at around 11 PM one speeding vehicle knock down Kenge Ado, an Assistant Sub Inspector (APP) who was coming back to his residence after curtsy visit to a friend who got operated recently. The incident happened near Old Deputy Commissioner Office, Naharlagun and the driver sped away without caring about the ailing person. Not even that, the person who was following the vehicle which intentionally hit the police officer also did not try to help him to get medical treatment. ASI Ado somehow managed to raise his hand hoping to get help from the passing vehicle but in vain. After a while  Yukar Taw, a true dedicated social worker who was passing through same road found Ado in pool of blood and immediately rushed him to General Hospital, Naharlagun without a second thought. This act of Yukar Taw is really a commendable and praiseworthy act and we don’t have any appropriate word to convey our gratitude to him.

I on behalf of Aado Welfare Society Itanagar, convey our heartfelt thanks from the bottom our heart to Yukar Taw, for his yeomen service being rendered and saving a precious life of a Police Officer in general and Ado family in particular.  May God help Yukar Taw and his family in every sphere of life.

Yours

Noto Ado

Betrayal after betrayal

Dear Editor,

Before our memory fades lets us recollect the news item that appeared in this esteemed daily on 25.12.2012, which reported “Major Issue faced by the Gurkha and Yobins of Vijaynagar was solved on spot, by Nabam Tuki, the Chief Minister of Arunachal Pradesh by distributing PRC certificates to few senior citizens and has directed all others to apply for the same and collect from the office of the circle officer.

On 17.02.2013 While sipping a nice cup of tea in the morning and going through this esteemed paper to find out what is going on in my state, I was deeply hurt and felt once again betrayed by the Government, on coming to learned that the government’s high power committee formed for recommendation of granting PRC to non-APST is still in the process of discussion. May I ask a question, Was Mr. Tuki’s act of granting PRC to the few residents was a joke? Or is he fooling the illiterate residence of Vijaynagar?

We the Yobin people have faced betrayal and nothing else from the Government of Arunachal, and every time a new government is formed we looked forward that our grievances will be addressed but nothing happens apart from empty promises, and we are back to square one with deprivation and discrimination.

The Yobins have a long historical attachment with Arunachal Pradesh since North Eastern Frontier Agency days and as such one of the aboriginal tribe of the state which fact is acknowledged by the other brother’s of Changlang district that is Tangsas and the Singphos. And it is an open fact that we have been demanding for the restoration of our schedule tribe status for the past 40 years or so therefore non-granting of PRC is not our major issue, the demand for PRC is the demand of the Gurkhas who were settled in our land. As such the government’s interest in addressing their issue is justified because they have become more influential than the Yobins, and why not, the Democracy is about how much noise a particular group can make. We the Yobins cannot make noise because we have become minority in our own land and our status tagged with the refugees.

I have no hard feelings with our Gurkha brothers I am only trying to make my point across the table is that we are the indigenous tribe of Arunachal Pradesh as such only Granting PRC to us tagging with other Non APST is not going to help us. We demand our Schedule Tribe status, if the government feels Gurkhas should be given PRC is upto them without floating the laws and rules mend for the protection of the tribal people. Let every right thinking citizen of Arunachal spare a few minutes of their valuable time and ponder upon this issue, lest 10 years from now we may wonder, What have we done?.

Yours

Fake drugs

Fake and substandard drugs are endangering public health - and their manufacture and sale rank among the easiest to commit but least detected crimes internationally - according to a report, which calls for better access to novel technologies to tackle the problem.

The situation is exacerbated by problems with drug quality testing in low- and middle-income countries, where poorly trained chemists and weak infrastructure are common obstacles, says the US Institute of Medicine report.

The costs associated with developing new detection technologies are also a barrier to making available robust, sustainable, user-friendly and inexpensive technologies, it says.

The study examined the common TB drugs isoniazid and rifampicin. Sample drugs were purchased from pharmacies in 19 cities across Africa, as well as Brazil, China, India, Russia, Thailand and Turkey.

Of more than 700 TB drug samples, nine per cent overall failed basic quality testing. This included a failure rate of 16 per cent in Africa, ten per cent in India, and around four per cent in other countries.

The report recommends steps to improve governmental capacity for identifying fake or substandard products. These include making detection technologies more accessible in low- and middle-income countries, and ensuring that field technologies and techniques are cheap, durable and easy to use and maintain.

It also calls for a global agreement on a WHO-drafted international code of practice - the Model Quality Assurance System - that would include "guidelines on surveillance, regulation, and law enforcement", to be adopted by all countries.
